configurations: add VENDOR guidelines
In order to allow configurations to be arranged in subdirectories
for vendors, some guidelines are proposed on who is a vendor.

format: reformat with latest openbmc-build-scripts
Run all the latest formatters from openbmc-build-scripts. Disable
prettier on the configurations subdirectory because these are
script-formatted a
