Here is another set of system call changes to prepare the change over to 64-bit time_t. As before, the strategy is to change system calls that take a 'struct timespec' argument over to 'struct __kernel_timespec', which for now is defined to be the same but will get redefined to use a 64-bit time_t argument once we are ready to modify the system call tables.
The major change from previous patches is that the plan is no longer to directly use the 'compat' system calls for providing compatibility with the existing 32-bit time_t based entry points. Instead, we rename the compat code to something that makes more sense on 32-bit architectures, e.g. compat_timespec becomes old_timespec32.
With the renamed types in place, change over the 'stat' and 'utimes' families of system calls, sched_rr_get_interval, recvmmsg and rt_sigtimedwait. Another series for poll, select and io_pgetevents is currently being tested.

The new design avoids some ugly races the old one suffered with. This is part of the namespace enablement work as the new struct is learning to be namespace aware.
- Various uapi cleanups, moving more stuff to include/uapi and fixing some long standing bugs that have recently been discovered.
- Driver updates for mlx5, mlx4 i40iw, rxe, cxgb4, hfi1, usnic, pvrdma, and hns
- Provide max_send_sge and max_recv_sge attributes to better support HW where these values are asymmetric.
- mlx5 user API 'devx' allows sending commands directly to the device FW, instead of trying to cram every wild and niche feature into the common API. Sort of like what GPU does.

- Sparse and compile warning cleanups

Registration of a memory region(MR) through FRMR/fastreg(unlike FMR) needs a connection/qp. With a proxy qp, this dependency on connection will be removed, but that needs more infrastructure patches, which is a work in progress.
As an intermediate fix, the get_mr returns EOPNOTSUPP when connection details are not populated. The MR registration through sendmsg() will continue to work even with fast registration, since connection in this case is formed upfront.

Remove two WARN_ON() statements that verify something that is guaranteed by the RDMA API, namely that the failed_wr pointer is not touched if an ib_post_send() call succeeds and that it points at the failed wr if an ib_post_send() call fails.
