Specifics:

- Add AVS support to the armada-37xx cpufreq driver (Gregory CLEMENT).
- Add support for current CPU frequency reporting to the ACPI CPPC cpufreq driver (George Cherian).
- Rework the cooling device registration in the imx6q/thermal driver (Bastian Stender).
- Make the pcc-cpufreq driver refuse to work with dynamic scaling governors on systems with many CPUs to avoid scalability issues with it (Rafael Wysocki).
- Fix the intel_pstate driver to report different maximum CPU frequencies on systems where they really are different and to ignore the turbo active ratio if hardware-managend P-states (HWP) are in use; make it use the match_string() helper (Xie Yisheng, Srinivas Pandruvada).
- Fix a minor deferred probe issue in the qcom-kryo cpufreq driver (Niklas Cassel).
- Add a tracepoint for the tracking of frequency limits changes (from Andriod) to the cpufreq core (Ruchi Kandoi).
- Fix a circular lock dependency between CPU hotplug and sysfs locking in the cpufreq core reported by lockdep (Waiman Long).
- Avoid excessive error reports on driver registration failures in the ARM cpuidle driver (Sudeep Holla).
- Add a new device links flag to the driver core to make links go away automatically on supplier driver removal (Vivek Gautam).
- Eliminate potential race condition between system-wide power management transitions and system shutdown (Pingfan Liu).
- Add a quirk to save NVS memory on system suspend for the ASUS 1025C laptop (Willy Tarreau).
- Make more systems use suspend-to-idle (instead of ACPI S3) by default (Tristian Celestin).
- Get rid of stack VLA usage in the low-level hibernation code on 64-bit x86 (Kees Cook).
- Fix error handling in the hibernation core and mark an expected fall-through switch in it (Chengguang Xu, Gustavo Silva).
- Extend the generic power domains (genpd) framework to support attaching a device to a power domain by name (Ulf Hansson).

At present, "systemctl suspend" and "shutdown" can run in parrallel. A system can suspend after devices_shutdown(), and resume. Then the shutdown task goes on to power off. This causes many devices are not really shut off. Hence replacing reboot_mutex with system_transition_mutex (renamed from pm_mutex) to achieve the exclusion. The renaming of pm_mutex as system_transition_mutex can be better to reflect the purpose of the mutex.

Pull removal of in-kernel calls to syscalls from Dominik Brodowski: "System calls are interaction points between userspace and the kernel. Therefore, system call functions such as sys_xyzzy() or compat_sys_xyzzy() should only be called from userspace via the syscall table, but not from elsewhere in the kernel.
At least on 64-bit x86, it will likely be a hard requirement from v4.17 onwards to not call system call functions in the kernel: It is better to use use a different calling convention for system calls there, where struct pt_regs is decoded on-the-fly in a syscall wrapper which then hands processing over to the actual syscall function. This means that only those parameters which are actually needed for a specific syscall are passed on during syscall entry, instead of filling in six CPU registers with random user space content all the time (which may cause serious trouble down the call chain). Those x86-specific patches will be pushed through the x86 tree in the near future.
Moreover, rules on how data may be accessed may differ between kernel data and user data. This is another reason why calling sys_xyzzy() is generally a bad idea, and -- at most -- acceptable in arch-specific code.
This patchset removes all in-kernel calls to syscall functions in the kernel with the exception of arch/. On top of this, it cleans up the three places where many syscalls are referenced or prototyped, namely kernel/sys_ni.c, include/linux/syscalls.h and include/linux/compat.h"

fs: add ksys_sync() helper; remove in-kernel calls to sys_sync()
Using this helper allows us to avoid the in-kernel calls to the sys_sync() syscall. The ksys_ prefix denotes that this function is meant as a drop-in replacement for the syscall. In particular, it uses the same calling convention as sys_sync().
