sh: remove board_time_init() callback

The only remaining user of board_time_init() is the of-generic
machine, and that just calls the global timer_init() function.
Calling that one has no effect on

obsolete. The board_time_init() callback still has one caller, but
could otherwise also get killed.

This removes one more usage of the deprecated timespec structure,
which overflows in y2038.

The Makefile currently controlling compilation of this code is:

obj-y := debugtraps.o dma-nommu.o dumpstack.o \
[...]
syscalls_$(BITS).o time.o topology.o traps.o \
traps_$(BITS).o unwinder.o

....meaning that it currently is not being built as a module by anyone.

Lets remove the couple traces of modular code, so that when reading
the driver there is no doubt it is builtin-only.

Since module_init translates to device_initcall in the non-modular
case, the init ordering remains unchanged with this commit.

the rtc_sh_get_time/rtc_sh_set_time functions.

This changes the sh rtc-generic device to provide its
rtc_class_ops directly, skipping one of the abstraction
levels.
