H A Dmsi.cf598181a Sat Oct 24 16:35:09 CDT 2020 David Woodhouse <dwmw@amazon.co.uk> x86/apic: Always provide irq_compose_msi_msg() method for vector domain

interrupts through MSI without having any PCI in the system at all.
