Move this out of nouveau directory. As we start to add more encoder
slaves used by other drivers, it makes sense to put the Kconfig bits in
one place.

Move this out of nouveau directory. As we start to add more encoder
slaves used by other drivers, it makes sense to put the Kconfig bits in
one place.
