Implement automatic FAN control table provided by ODM.
The FAN console service will set Fans to 100% duty cycle in below cases:
- Lacking any of the fans
- Any of the fan tachs is non-functional (not running at the desired
target)
- Any of the controlling sensors is non-functional (except for pluggable
device sensors)
