It is perfectly valid that a host connects to a discovery subsystem
and gets an empty discovery log page since no subsystems are
provisioned to it. No reason to disallow connecting to the discovery
subsystem all together.

It is perfectly valid that a host connects to a discovery subsystem
and gets an empty discovery log page since no subsystems are
provisioned to it. No reason to disallow connecting to the discovery
subsystem all together.
