This patch includes a new attribute in the numgen structure to allow the lookup of an element based on the number generator as a key.
For this purpose, different ops have been included to extend the current numgen inc functions.
Currently, only supported for numgen incremental operations, but it will be supported for random in a follow-up patch.

Add support of an offset value for incremental counter and random. With this option the sysadmin is able to start the counter to a certain value and then apply the generated number.
Example:
meta mark set numgen inc mod 2 offset 100
This will generate marks with the serie 100, 101, 100, 101, ...

The _until_ attribute is renamed to _modulus_ as the behaviour is similar to other expresions with number limits (ex. nft_hash).

This patch adds the numgen expression that allows us to generated incremental and random numbers, this generator is bound to a upper limit that is specified by userspace.
This expression is useful to distribute packets in a round-robin fashion as well as randomly.
