devlink: Delete not-used devlink APIs
Devlink core exported generously the functions calls that were used
by netdevsim tests or not used at all.

Delete such APIs with one exception - devlink_alloc_ns(). That function
should be spared from deleting because it is a special form of devlink_alloc()
needed for the netdevsim.

Remove this flag from all drivers that called

All existing health reporters set auto recovery to true if they have a
recover method.
Yet, administrator can unset auto recover via netlink command as prior to

vfnum buffer size and binary_len buffer size is received by user-space.
So, this buffer size could be too large. If so, kmalloc will internally

netdevsim: use IS_ERR instead of IS_ERR_OR_NULL for debugfs
Debugfs APIs return valid pointer or error pointer. it doesn't return NULL.
So, using IS_ERR is enough, not using IS_ERR_OR_NU

netdevsim: implement couple of testing devlink health reporters
Implement "empty" and "dummy" reporters. The first one is really simple
and does nothing. The other one has debugfs files

Implement "empty" and "dummy" reporters. The first one is really simple
and does nothing. The other one has debugfs files to trigger breakage
and it is able to do recovery. The ops also implement dummy fmsg
content.
