When hclge_tm_schd_info_update calls hclge_tm_schd_info_init to initialize the schedule info, hdev->tm_info.num_pg and hdev->tx_sch_mode is not changed, which makes the checking in hclge_tm_schd_info_init unnecessary.
So this patch moves the hdev->tm_info.num_pg and hdev->tx_sch_mode checking into hclge_tm_schd_init and changes the return type of hclge_tm_schd_info_init from int to void.

When hdev->tx_sch_mode is HCLGE_FLAG_VNET_BASE_SCH_MODE, the hclge_tm_schd_mode_vnet_base_cfg calls hclge_tm_pri_schd_mode_cfg with vport->vport_id as pri_id, which is used as index for hdev->tm_info.tc_info, it will cause out of bound access issue if vport_id is equal to or larger than HNAE3_MAX_TC.
Also hardware only support maximum speed of HCLGE_ETHER_MAX_RATE.
So this patch adds two checks for above cases.

Ethtool -L option with the combined parameter is for changing the number of multi-purpose channels of the specified network device. Under the current scheme, the user configuration information will be lost after the reset or TC information changed.
This patch fixes this issue. By default, this configuration is set to the minimum between the number of queues for each enabled TCs and the maximum number support available in the hardware. When there is a user configuration, regardless of the reset or TC information change, it should keep the user's configuration while it is under the hardware limits, otherwise set to the maximum number support available in the hardware.

Before setting tm related configuration to hardware, driver needs to check the configuration provided by user is valid. Currently hclge_ieee_setets and hclge_setup_tc both implement their own checking, which has a lot in common.
This patch addes hclge_dcb_common_validate to do the common checking. The checking in hclge_tm_prio_tc_info_update and hclge_tm_schd_info_update is unnecessary now, so change the return type to void, which removes the need to do error handling when one of the checking fails.
Also, ets->prio_tc is indexed by user prio and ets->tc_tsa is indexed by tc num, so this patch changes them to use different index.

For desc.data is already point to the address of struct member "data[6]", it's unnecessary to use '&' to get its address. This patch unifies all the type convert for dest.data, using "req = (struct name *)dest.data".

So far all the places calling hclge_tm_q_to_qs_map_cfg() are assigning an u16 type value to "q_id", and in the processing of hclge_tm_q_to_qs_map_cfg(), it also converts the "q_id" to le16.
The max tqp number for pf can be more than 256, we should use "u16" to store the queue id, instead of "u8", which may cause data lost.
