Most users of ndo_do_ioctl are ethernet drivers that implement the MII commands SIOCGMIIPHY/SIOCGMIIREG/SIOCSMIIREG, or hardware timestamping with SIOCSHWTSTAMP/SIOCGHWTSTAMP.
Separate these from the few drivers that use ndo_do_ioctl to implement SIOCBOND, SIOCBR and SIOCWANDEV commands.
This is a purely cosmetic change intended to help readers find their way through the implementation.

The lib8390 module parameter 'msg_enable' doesn't do anything useful: it causes an ancient version string to be logged.
Remove redundant code that logs the same string.
In ne.c and wd.c, the value of ei_local->msg_enable is used before being assigned. Use ne_msg_enable and wd_msg_enable, respectively.
Most of the other 8390 drivers never assign ei_local->msg_enable. Use the 'msg_enable' module parameter from lib8390 as the default value.
Eliminate the pointless static and local variables.
Clean up an indentation mistake.
All of these issues originated from the same patch.

net: ethernet: ax88796: don't call free_irq without request_irq first
The function ax_init_dev (which is called only from the driver's .probe function) calls free_irq in the error path without having requested the irq in the first place. So drop the free_irq call in the error path.

With centralized MTU checking, there's nothing productive done by eth_change_mtu that isn't already done in dev_set_mtu, so mark it as deprecated and remove all usage of it in the kernel. All callers have been audited for calls to alloc_etherdev* or ether_setup directly, which means they all have a valid dev->min_mtu and dev->max_mtu. Now eth_change_mtu prints out a netdev_warn about being deprecated, for the benefit of out-of-tree drivers that might be utilizing it.
Of note, dvb_net.c actually had dev->mtu = 4096, while using eth_change_mtu, meaning that if you ever tried changing it's mtu, you couldn't set it above 1500 anymore. It's now getting dev->max_mtu also set to 4096 to remedy that.
